I recommend to Taiwan gov for Eternal Democracy Declaration.

There are 3 reasons, Logic, Benefit, and Emotion. (論・利・情)

If Taiwan gov do Independent Declaration, it means China gov has been governing Taiwan island.

So Independent Declaration is not suitable.
