I don’t think so!

There may be a lot of killing which are faked as suicides or accidents.

For example, Monday Train suicides!
They includes a lot of killings.
If some people or groups want to push one person into the train to kill, 
the accident will be treated as suicide!

Japanese train platforms are so  small, and if eyewitnesses are offenders or members of offenders,
the murder will be suicide!
